Sara Fitts Tyler has been NTC's key staff person working with former Presidents David Condra and current President Ray Capp, and with many NTC allies, virtually since NTC's inception in 2000. After five years' service, she has joined AIM Healthcare Services Inc. in a pivotal customer-relations management role. Capp and Melissa Tribble, manager of NTC Member services, are currently primary NTC contacts, while staffing requirements are reviewed.

Lott leads technology improvements across Metro Schools
 
At the dawn of the 21st Century, Metro Nashville Public Schools‘ information systems barely limped along, huffing to cope with demands heaped onto an antiquated system that barely pretended to serve the central administration, much less 4,000 teachers, 300 principals and assistant principals and then-69,000 students. A then-new Bush Administration promised to intensify demand for accurate, timely data throughout the school district, with the introduction of No Child Left Behind and related accountability mandates.

In 2001, Lance Lott, now 51, bested other candidates to become Metro Schools’ first Chief Technology Officer, and today serves in the Cabinet of Director of Schools Pedro Garcia, as assistant superintendent for technology and strategic planning.  His responsibilities span IT, Policy Governance (supporting the oversight role of the Board of Public Education), district-wide Strategic Planning, Customer Service and Quality Management.

Today, Lott oversees a $12 million annual operating budget and about $6 million per year in capital expenditures for technology-related assets. Nearly $30 million in IT-related capital improvements have been made in the past three years. Lott's bailiwick employs 156 FTEs, including seven teams of about 84 professionals deployed in the field to provide tech support for 132 schools, with the balance stationed in central administration. Lott's management team includes Mike Law, director-technology support; Hank Barry, field support manager; Vicki Philpot, Director, Enterprise Development and Integration; and, John Rushing, Director, Operations and Resource Management. 

Progress
:   Among other gains, Staff now have access to online employment-application and professional-development systems, and the crucial individual education program (IEP) protocol used in Special Education has been automated.  MNPS recently activated its first call center, employing EPIC software and BrightArrow call-center technology.  The district employs EMC for SAN and NetBackup from Veritas for enterprise backup.

District central offices now have Cisco 3Com quality-of-service-level Voice over IP telephony within MNPS buildings, and consumer-grade VoIP has been introduced to some schools. Beacon Technologies performed most VoIP-related installation.  Also, on Nov. 1, Lott's team launched an improved district website, using a content-management system created by Ironpoint / CGI, which also supports an intranet and provides a template for use by individual schools.

Lott’s attention is currently focused on two huge priorities:  Coaxing a still-wet-behind-the-ears district-wide Chancery Student Management System (SMS) into sustained stability and reliability, and quelling user dissatisfaction. Second, Metro Schools is moving to the Oracle PeopleSoft EBS system for human resources, payroll and benefits, and plans to go-live with that system by April.

In prospect:  a Spring 2006 pilot of Edusoft (Houghton-Mifflin), to provide teachers and administrators near-real time data on students’ individual education progress. Also during the next eighteen months, Lott expects to secure IT contractors for implementation a food-services management system and for textbook management.

Lott also plans to deliver a 3- to 5-year strategic plan for technology by February. The plan will probably address how to move the district from its continuing dependence on data silos, toward true data warehousing; the roles of laptop computers, and other key issues. A believer in IT measurement and assessment, Lott plans to enter Metro Schools in the first stage of Baldrige-type assessment conducted through the Tennessee Center for Performance Excellence.

Meanwhile, demand for bandwidth in Lott‘s world is growing rapidly. Lott is forging ahead to strengthen Metro Schools’ infrastructure, explaining, “We’re turning into one of the largest Microsoft SQL Server shops in town, with a powerful new data center, relying on EMC storage networks, and leasing infrastructure from BellSouth via Education Networks of America (ENA)."  Lott expressed hope that the Telecommunications Innovation Task Force recently established by Metro Council will produce findings that benefit public education.

Each Metro Schools teacher now has a PC on the network, and each has a telephone with voice-mail, resources that were only dreams a few years ago. He plans to have 25 schools on 100-megabit fiber connections within three months. Not until such connectivity is universal can Lott focus more attention on the grand objective, enabling teachers to have unprecedented access to knowledge about the best teaching practices and other resources.

In 1993, Lott founded InfoAdvantage Inc., a systems-consulting firm specializing in collaborative technologies, including groupware and workflow applications. (At the time of InfoAdvantage’s recent sale to Xebec, Lott owned a small portion of the firm.)
